Why Jammu-Kashmir Will Have No Representation In The Next BCCI AGM?

The Jammu and Kashmir Cricket Association (JKCA) will not be represented at the upcoming BCCI Annual General Meeting. This is after BCCI’s Electoral Officer Achal Kumar Joti declined a high-profile nomination from the state association.

The Electoral Officer passed the order following the objections filed by the JKCA president and others, rejecting Desh Rattan Dubey’s nomination as the state representative.

Why was Desh Rattan Dubey’s nomination rejected?

The BCCI’s 95th Annual General Meeting is set to take place at the BCCI headquarters in Mumbai on September 18.

The JKCA Vice-President, Desh Rattan Dubey, issued communications constituting the Apex Council. Later on, after President Javid Ahmed Kitab and Secretary Vivek Khajuria had a clash over who can exercise authotity, the Additional District Judge in Srinagar stayed the communications, and they were put ‘at abeyance ’, i.e., put on hold.

Nonetheless, the Apex Council, which was put at abeyance by the court, passed a resolution, putting forward Desh Rattan Dubey’s name as JKCA’s representative at the BCCI AGM.

Hence, reasoning that the Apex Council is itself under a court stay, A.K Joti argued that they cannot be relied upon as the valid authority to nominate Dubey’s name. This led to the nomination getting rejected, as it was considered legally untenable.

Joti also held Dubey’s nomination incomplete, referring to BCCI’s election notification’s paragraph 3(G). Hence, Dubey will not be eligible to be included in the final electoral roll for BCCI’s 2026 election.

Will Lack Of JKCA Representation Affect Auqib Nabi?

Recently, Auqib Nabi finally made it to the Indian Test squad, when the team toured Sri Lanka for a two-match Test series. Having picked 162 FC wickets in 43 matches, he was roped in as Jasprit Bumrah’s injury replacement for the series.

However, despite being a replacement player in Sri Lanka, he is in contention to fly to New Zealand for the upcoming Test series, which is why BCCI helped him get a County Championship stint with Surrey.

The latest happenings around the JKCA representation at the AGM wouldn’t hamper Auqib Nabi and his future with the Indian team.

The nomination being rejected only reflects the internal power struggle in the association and does not affect any players and potential opportunities for the Ranji Trophy 2025/26 champions.

Who Will Attend BCCI’s AGM?

Major names in Indian cricket, including BCCI President Mithun Manhas, Vice-President Rajeev Shukla, and Secretary Devajit Saikia, among others, will be present.

Apart from that, some state representatives like Sourav Ganguly of the Cricket Association of Bengal will also attend the meeting. The below is the full list of representatives, where Hyderabad, Arunachal Pradesh, Meghalaya and Bihar remain unrepresented.
